by law, any public media must be captioned for the deaf. The sad part about all this is uc berkeley had a VERY large library of courses for free that they had to remove because the deaf community complained. There are currently a lot of languages where google translate is accurate enough where it'll be perfectly understandable and doesnt sound jarring when translated. so i think the free education content in english should be the largest. the majority of youtube tutorials are in english too. sites like coursera also started in america. khan academy types of programs were invented in america. american universities were the first to release video lectures.
